Weilliptic documentation

We follow the Diátaxis approach to technical documentation. As such, the documentation has been divided into four sections:

• Tutorials: to learn how WeilChains works.
• How-To's: to execute specific tasks, for those already familiar with WeilChain.
• Explanations: to read in-depth discussions of design and workings of WeilChains.
• Reference: to quickly find out or reviewing concepts.
